The document is structured around four core dimensions of pro-poor land governance touched upon in contributions given by respondents and identified by the ILC Secretariat. These dimensions have arisen from an effort to answer the following key question: To what extent does / could the Zero Draft of the Voluntary Guidelines affect ILC’s mission of promoting secure access to land for poor men and women?
