This Oxfam’s Women’s Empowerment Index supports efforts to rigorously assess, demonstrate and learn about the impact of development interventions that are working towards women’s empowerment. The Index was designed to establish causality when integrated within impact evaluation designs, while also providing a numerical value for empowerment that could be generalized to the entire population under analysis. Recognizing that empowerment is a multi-dimensional concept, the measurement tool also needed to combine information from a variety of indicators into one composite index. This index builds on experience and tools from the Women’s Empowerment in Agriculture Index (WEAI) developed by the Oxford Poverty and Human Development Initiative (OPHI) and the International Food Policy Research Institute (IFPRI)
